سؤال في الترجمة: Transgovernmentalism

السلام عليكم وبعد،

فمن لديه ترجمة عربية مبينة لمصطلح Transgovernmentalism؟

وفيما يلي معلومات تسلط بعض الضوء عليه لأني لم أعثر له على تعريف "رسمي":

There are two basic forms of legal and regulatory cooperation in world politics: interstate and transgovernmental. The former involves states behaving as unitary actors, facing the world as integrated units and each speaking with one voice in its interactions with other unitary states. The latter occurs when cross-border cooperation takes place directly between governmental subunits of different states, such as courts and regulatory agencies.

The state is not disappearing; it is unbundling into its separate, functionally distinct parts. These courts, regulatory agencies, executives, and legislatures are then networking with their counterparts abroad, creating a new, transgovernmental order.
